Administration Releases Budget for Fiscal Year 2011
   
The Administration released its FY 2011 budget on 1 February 2010. The National Legislative Office is just beginning to analyze it; however we do have a partial breakdown of some of the programs of greatest interest to the FOP:

 

The Edward Byrne Memorial Justice Assistance Grant Program formula

FY 2010 enacted: $511 million      FY 2011 Budget Request: $512 million

 

Byrne Competitive grant programs

FY 2010 enacted: $40 million         FY 2011 Budget Request: $30 million

     

The Office of Community Oriented Policing Services (COPS)

FY 2010 enacted: $829.1 million    FY 2011 Budget Request: $730.3 million

 

COPS Hiring Program

FY 2010 enacted: $298 million      FY 2011 Budget Request: $600 million

 

State Criminal Alien Assistance Program (SCAAP)

FY 2010 enacted: $330 million      FY 2011 Budget Request: $330 million



Adam Walsh implementation grants

FY 2010 enacted: $0                     FY 2011 Budget Request: $20 million



Bulletproof Vest Partnership Act

FY 2010 enacted: $30 million        FY 2011 Budget Request: $30 million

     

High Intensity Drug Trafficking Areas (HIDTA)

FY 2010 enacted: $181 million      FY 2011 Budget Request: $210 million

 

We are especially pleased to find that the Byrne JAG and COPS hiring programs are budgeted at steady funding levels for FY 2011.  Despite difficult economic times, the Administration’s budget for law enforcement shows an understanding of how important these programs are for State and local communities across the nation.

 

The FOP also has also put together a partial breakdown of the budget request for law enforcement related programs administered by the Department of Homeland Security.

 

State Homeland Security Grant Program (SHSP)

FY 2010 enacted: $890 million      FY 2011 Budget Request: $1.05 billion

 

Regional Catastrophic Planning Grants

FY 2010 enacted: $35 million        FY 2011 Budget Request: $35 million



Urban Areas Security Initiative (UASI)

FY 2010 enacted: $887million       FY 2011 Budget Request: $1.1 billion



Buffer Zone Protection Program

FY 2010 enacted: $50 million        FY 2011 Budget Request: $50 million



Port Security Grants

FY 2010 enacted: $300 million      FY 2011 Budget Request: $300 million



Rail & Transit Program Grants

FY 2010 enacted: $300 million      FY 2011 Budget Request: $300 million



National Exercise Program

FY 2010 enacted: $40 million        FY 2011 Budget Request: $42 million

 

Continuing & Emerging Training Grants

FY 2010 enacted: $29 million        FY 2011 Budget Request: $21.59 million

 

 

We are pleased that several of these programs received level or even increased funding from the previous year, especially the significant increase for SHSP grants.  These grants are critical tools for State and local law enforcement agencies in the fight against terrorism.

 

The National Legislative Office will be working closely with Congress to ensure that throughout the appropriations process these law enforcement related programs are adequately funded.
